The EU and its member states represent the world's largest donor in development aid. In 2018, they donated € 74.4 billion in official development aid. The goals set are clear and clear: to achieve sustainable development in its three dimensions - economy, social and environment - in a balanced and integrated manner. How does it work now? On the one hand, there is project funding: projects are developed and planned with the respective states, and with the help of co-financing, they are ideally implemented in the foreseeable future. There is either an on-site branch of the EU Commission that accompanies the projects, or there is a local company that is commissioned by the Commission to oversee and control the project execution. Large sums are in the dump here because either the co-financing is not working or the schedule. The companies commissioned are often not serious.
The second method, which I always openly questioned, is the so-called budget support. Development goals are discussed and fixed with the government in the respective countries, the money flows entirely into the budget of the respective country - and now often disappears there. With us they say: money has no knack. There is hope that at least a small part will benefit those in need, the target group of development aid. The hope. Not security.
So. And now the next wave of migrants is coming to Europe. The helplessness of the EU is very open. Angela Merkel will not say this time: We can do it. The heads of the Council, the Commission and Parliament have traveled to the Greek-Turkish border, but I wonder why? Maybe support? Or demonstration of helplessness? A newspaper writes about the power of images. People who have to live in unreasonable circumstances. Results of a misguided development aid policy? I say yes. A complete reorientation is urgently advised. Otherwise there is neither success nor long-term relief in the topic of migration. And we urgently need these. Because no matter how much money goes into development aid, Europe cannot tackle any topic alone. Not even the green deal.
